Welcome, dear Leviathan players, to our second announcement of the year. Things have changed a bit over the past two months, following the turmoil in our personal lives and the format itself.
We will start with changes in the committee itself. Due to personal life, increased workload, increased responsibilities, changing life and card goals, our colleagues Leonardo Leal and Meng Du have decided to step down from their active role as committee members. We would like to thank them very much for their dedication, commitment, format development, and taking care of their local communities over the past few years. They were very nice and cool colleagues, full of energy with lots of ideas. You could count on them in good and bad times! We will remember this wonderful cooperation with them with great pleasure! We wish them good luck in this new phase of their lives.
Since the previous announcement, it has become clear to us that one Commander, although not appearing as often as some, nevertheless gives the pilot a very good result each time. Based on the data based on the reports we have received from you, we decided that it was time for a change in the format.

Tamiyo, Inquisitive Student One-mana Simic flip Legend from MH3. Its cost allows it to always be played in turn 1, which is a very strong play for control decks by having it in the Command zone. In creature form, each of its attacks generates a Clue, which can be converted into an additional draw for 2 mana. This allows you to very quickly create a large resource advantage even playing other control decks. In addition, it is very easy and with very little effort to flip it into a walker as quickly as in turn 2. Quite often, after its transformation, it is enough to defend it for just 3 turns to trigger its -7 ability, which allows you to end the match. Based on data from reports, Tamiyo has achieved a 75% winrate, and its conversion to top4 is 81.25%. Based on this, as well as our own feelings, your opinions, we have decided that Tamiyo, Inquisitive Student is banned.
Rofellos is a Commander who has been on the banned commander list since Leviathan's inception. However, power creep cards have changed a lot over the last few years and the glory days of Savanna Lion and Isamaru as 1 mana power drops have passed. Now, in the era of Ragavan-type creatures, they are like tokens. The same applies to creatures like Rofellos, where much more is expected of them these days. Analyzing the popularity statistics of individual colors and monocommanders, it is clear that green lacks a good Commander. For these reasons, we decided to release Rofellos and unban him to give players a chance to test him.
Serra's Sanctum is a card that belongs to the group of cards commonly called mana acceleration. These include cards such as Sol Ring, Gaea's Cradle or Ancient Tomb. It can generate a lot of mana just for its tapping, in this case for the number of enchantments we control. This allows for a significant acceleration of the game by playing many cards in one turn or one expensive card a few turns earlier. As with the above cards, this is not a desirable effect in our format, especially since it has no drawback. We decided to stop treating Serra's Sanctum as an exception to the rule and include it in the list of banned cards.
